According to examples given in the 'Be Your Star' card,
for 1a, if you are NOT a VIP and spend $28 @ HD, you will get 50 twinkles...
for 2a, if you ARE a VIP and spend $28 @ HD, you will get 75 twinkles...

for 1a, if you are NOT a VIP and spend $74 @ HD, you will get 75 twinkles...
for 2a, if you ARE a VIP and spend $74 @ HD, you will get 150 twinkles...

now, see if you can get 3a's and 3b's twinkles... ;)
